Social entrepreneurship is one of the most controversial actualities of the modern economy. On the one hand, social entrepreneurship makes up for "market failures" and prevents the deficit of socially essential goods and services in the marketplace, acting as their supplier. On the other hand, the survival of social entrepreneurship in an aggressive market environment is a challenging task, the fulfilment of which may distort the original essence of social entrepreneurship.

Heavy demands are placed on it by all the parties concerned. Thus, social enterprises are required to comply with the rigid requirements of the state thoroughly. For example, health care organizations must observe high sanitary standards and conditions for the professional qualification of public health care workers; educational institutions must deliver a high quality of education on a mass scale. Consumers demand more labour productivity from social enterprises, an increase in the service level, technological modernization, and a high level of corporate social responsibility.

Social enterprises are characterized by highly limited financing. The state is prone to reduce the amount of financial support for social entrepreneurship under the pressure of limited budget, and private investors are willing to invest in the development of social entrepreneurship only when they have a guarantee of return on investments. The goods and services are usually provided by social enterprises on preferential terms or are free for consumers (paid by insurance companies or within the scope of state order), which limits their pricing and income opportunities.

The possibility of forming such a numerous social stratum, the distinctive feature of which is altruism to provide all social enterprises with employees, is being called into question in Consumer Society. An additional obstacle to its formation consists in the increasing competition in those markets where social enterprises are present. For example, private health care organizations and private educational institutions provide services on a fee-paying basis and offer their employees much more favourable conditions of employment than those in social enterprises, the competitiveness of which as employers (and not only) is continuously deteriorating.

Thus, social entrepreneurship is indispensable in the modern economy, but given the current – controversial – model of its organization, it cannot fully accomplish its mission. This fact explains the relevance of research and the search for feasible solutions to the problems of modern social entrepreneurship, which, it is important to note, are typical for both developed and developing countries.

Recognizing the high theoretical and applied significance of this topic, we want to organize an International Scientific Conference "Advanced issues on social entrepreneurship". Our focus is the search for the prospects of overcoming the controversy of modern social entrepreneurship through the efforts of expert scientists and the non-academic community, including representatives of social enterprises. The following issues will be discussed during the conference:

  • The essence of social entrepreneurship in a market economy and Consumer Society;
  • Industry-specific features of social entrepreneurship;
  • Legal and regulatory framework of social entrepreneurship;
  • The contribution of social entrepreneurship to socioeconomic development and improvement of the population quality of life;
  • Social entrepreneurship versus private entrepreneurship: competition and methods of promotion of competitiveness;
  • Investment attractiveness of social entrepreneurship: its measurement and ways to increase it;
  • Public and private partnership as a social entrepreneurship development mechanism;
  • Other integration mechanisms for the development of social entrepreneurship;
  • Non-commercial marketing of social entrepreneurship;
  • Corporate responsibility of social entrepreneurship;
  • New models of organization of social entrepreneurship.
